She also held the position of Senior Vice President, Retail (Singapore & International) at CapitaLand where she was responsible for managing relationships with global retailers and bringing new to-market brands into CapitaLand malls across the region. Ms Chua holds a Master of Science in Real Estate and a Bachelor of Science in Estate Management (Honours) from the National University of Singapore. She was an Advisory Board Member of International Council of Shopping Centres (ICSC) Asia-Pacific from 2015 to 2020. 08 MR CHESTER FOO Head, Investment, Asset & Development Management, Singapore & Regional (Excluding China) Mr Foo is responsible for the investment, asset and development management of Perennial Holdings’ portfolio of assets in Singapore and overseas markets (excluding China). He has over 15 years of experience in real estate across international markets and diverse sectors, during which he led cross-border transactions and portfolio management covering US$10 billion in cumulative investments. Prior to joining Perennial Holdings, he was Head of Investment and concurrently Head of Strategic Planning at Frasers Property Group’s hospitality business. In that role, he led the implementation of investment strategies for the North Asia region and spearheaded headquarters-level corporate strategy, including global capital allocation, capital recycling, and portfolio restructuring initiatives. These included driving growth strategies to enter the premium rental apartment markets in China and Japan, as well as guiding divestment of non-core assets across Singapore, Australia, and the UK. He holds a Master of Science in Real Estate Development from Massachusetts Institute of Technology, United States of America, and a Bachelor of Engineering (First Class Honours) from National University of Singapore. 09 MR WU YUFENG Head of Investment and Asset Management (China) General Manager (East China) Executive Director, Hangzhou Cloud Gate Centre Mr Wu is responsible for the expansion of Perennial Holdings’ new investments projects in China and manages large transactions of the projects. He also oversees the development and management of Perennial Holdings’ real estate business and identifies new business opportunities in East China. Concurrently, he is the Executive Director of Hangzhou Cloud Gate Centre. Mr Wu has over 10 years of experience in the finance and banking industry, and 12 years of project development, investment and financing experience in the real estate industry. Prior to joining Perennial Holdings, Mr Wu was Vice President of Shanghai Summit Group and was responsible for business development, project investment and financing. He has completed multiple cross-border transactions, including an overseas investment of US$2 billion, investments in multiple REITS and managed controlling interests in two Singapore REITS. He had also completed the registration of a RMB10 billion tranche of Medium-term Notes and Corporate Bonds in China, of which RMB4.5 billion was issued. Mr Wu has significant credit analysis experience with his early work experience as a credit and financial consultant in Shanghai Pudong Development Bank. Mr Wu holds a Bachelor’s Degree in Investment Management from Shanghai University, China. 10 MR LOKE MUN SING Head, Project Management Mr Loke has over 25 years of project development experience in delivering large-scale healthcare, residential, commercial, education and urban infrastructure projects across the public and private sectors. He brings holistic end-to-end leadership in development and project delivery, covering master planning, design management, procurement strategy, contract governance and complex project execution. He currently oversees the project management and development of Perennial Holdings’ assets and provides technical leadership to enhance the efficiency of project delivery. He also oversees the Company’s Workplace Safety and Health. Prior to joining Perennnial Holdings, Mr Loke was the Deputy Executive Director of Infrastructure Development at MOH Holdings Pte Ltd where he led nationally significant, complex healthcare projects such as the redevelopment of the historical Alexandra Hospital into a modern, super highrise, 1,100-bed integrated general hospital and the National Centre for Infectious Diseases (NCID) at Health City Novena, Singapore's pivotal Covid-19 response facility. His past leadership appointments in the built environment sector include Senior Vice President (Project Management) at Surbana International Consultants and as Director, Office of Campus Development at Singapore Management University. Mr Loke holds a Master of Science in Real Estate from the National University of Singapore, Bachelor of Architecture (Honours) and Bachelor of Applied Science (Architectural Science) from Curtin University, Australia, and is a Certified Project Manager with the Society of Project Managers Singapore. 11 MS TAN BOON PHENG Head, Design Management Chief Sustainability Officer Ms Tan oversees the creative and strategic planning, design and development of new and completed developments, as well as asset enhancement initiatives and feasibility studies in Perennial Holdings. Concurrently, she is responsible for developing Perennial Holdings’ sustainability strategies and policies, curating and implementing sustainable developments, and integrating environmental, social and governance aspirations into Perennial Holdings’ operations and business processes. Ms Tan has over 30 years of experience in design management, with focus in integrated transit-oriented developments, asset enhancement initiatives and master planning. Ms Tan holds Dual Master Degrees in City Planning and Urban Design from the University of Pennsylvania, United States of America. She has completed the Sustainability Leadership Programme for Senior Executives with INSEAD. 12 MS TEO MUI GEK Head, Interior Design Ms Teo oversees and guides the interior design development and management of projects in Perennial Holdings. Ms Teo has over 25 years of interior and tenancy design management experience in retail, residential, senior care, healthcare and hospitality sectors. Previously, she served as Vice President of Design & Project Management at Perennial Real Estate Holdings Pte Ltd, and as Head of Tenancy Design Management at Perennial Real Estate Pte Ltd. Prior to that, Ms Teo held dual roles at CapitaMalls Asia Limited (formerly CapitaLand Retail Limited) as Manager of Design Management (Singapore) and Manager of Tenancy Design Management (Regional). In these positions, she managed design for malls across Singapore, China, Malaysia, Japan and India. She was posted to China for three years as Head of Tenancy Design, where she set up and led the team, providing guidance and overseeing tenancy design management for all development and operational malls in China. Earlier, Ms Teo worked with private architecture firms, managing projects in residential, conservation, commercial and retail sectors. Ms Teo holds a Bachelor of Arts in Architecture from Deakin University, Australia. 13 MR FRANK LIU General Manager, Construction and Development (China) Mr Liu is responsible for overseeing the development, construction and project management of Perennial Holdings’ projects in China. He has over 26 years of experience in real estate development and management, with a strong track record in managing the full lifecycle of buildings, encompassing design, construction, operation and maintenance, while balancing project timelines, quality and costs. Mr Liu has led the completion of major projects, including Parkview Green FangCaoDi, Shanghai World Financial Center, CCTV Headquarters, CITIC Tower and Nanjing South Railway Station. His real estate portfolio experience spans multiple cities, such as Beijing, Shanghai, Shenzhen, Zhuhai, Nanjing and Tianjin, with a total development area exceeding five million square meters. Prior to joining Perennial Holdings, Mr Liu held senior leadership roles as Vice President, General Manager and Project Manager at leading real estate companies, including GLP, CITIC and China State Construction Engineering Corporation Ltd. Mr Liu holds a Masters in Industrial and Civil Building from Beijing University of Civil Engineering and Architecture.
