While accidents at work might occur, Perennial Holdings aims to provide a work environment free from illnesses and injuries to ensure employees’ well-being, boost morale and enhance the productivity of its workforce. Therefore, Perennial Holdings has implemented health and safety policies and procedures in China and Singapore, to ensure strict compliance with applicable local laws, standards, practices and internal objectives for workplace safety and health. The HSS policy and relevant SOPs will be reviewed on a regular basis to ensure continued relevance. For properties in China, SOPs conforming to local regulations have been established. These SOPs are accessible by employees via a user-friendly guidebook, which includes, but is not limited to, guidelines on risk assessment, WSP, emergency response strategies and incident reporting channels. In November 2022, Perennial Holdings established its HSC to assist the Board and oversee all Workplace Safety and Health matters. The HSC focuses on driving actual on-ground implementation, especially at Perennial Holdings’ operational and development assets. The HSC, project management teams for development assets and respective CMTs, are guided by the HSS Policy to ensure Perennial Holdings’ strict compliance with applicable local laws, standards, practices and internal objectives for workplace health and safety. Safe, Secure & Well at Perennial Holdings Management System Perennial Holdings believes that workplacerelated injuries can be prevented through an effective health and safety management programme. Therefore, it has established and implemented a health and safety management framework in accordance with the ISO45001 standard and aims to attain ISO45001 certification by 2024. This system applies to all activities in Perennial Holdings’ assets in Singapore and to workers operating within those assets, including contractors. The management conducts an annual review of each asset’s health and safety performance and shares the results with employees. This practice reflects Perennial Holdings’ dedication to transparency and continuous improvement in health and safety practices. Hazard Identification, Risk Assessment and Incident Investigation Perennial Holdings recognises that hazard identification and risk assessment are vital components of the health and safety management system, along with other health and safety requirements. All operational assets and contractors must obtain at least bizSAFE level 3 certification, a Singapore-recognised workplace health and safety capability building programme, to ensure their proficiency in risk management. In operational assets, contractors are required to submit the method statement, risk assessment report and safe work procedures before obtaining a permit to work. All risks must be mitigated based on the hierarchy of control, following the recommendations of the Singapore Code of Practice for risk management. For development assets, contractors must implement a robust risk management program, which includes Design-for-Safety workshops, method statement risk assessment presentations and risk assessment reviews and audits. Perennial Holdings’ health and safety team conducts routine inspections at both operational and development assets to assess the status of risk control implementation and ensure the effectiveness of control measures. In 2023, a total of 120 planned health and safety inspections were carried out across Perennial Holdings’ assets. It is imperative that health and safety reports are promptly closed within the specified timeframe, determined by the risk ratings assigned to each observation. These reports are shared with the HSC following each inspection. Perennial Holdings has a culture rooted in openness and fairness, where prompt reporting of health and safety matters is encouraged and emphasised. In the event of health and safety incidents, a thorough investigation will be conducted to identify root causes and develop appropriate mitigation measures. 113 ANNUAL REPORT 2023
